Sewer Main Upgrade from Poplar to Powell
Road
Project Description
The project involves replacing an approximately 40-year-old, 15-inch diameter
sanitary sewer main with a larger diameter pipe by using the pipe bursting
method of installation. The existing pipe is being replaced and enlarged
in order to add needed sewer capacity and to eliminate a suspected source
of stormwater infiltration & inflow into the sanitary sewer system.
Pipe bursting is a semi-trenchless technology that is accomplished by winching
a steel expander through the existing pipe which bursts and displaces the
existing pipe into the surrounding soil. The new larger diameter replacement
pipe is attached to the expander and pulled into location at the same time.
Typically, access pits at each end of the pull and at each service lateral
are the only excavation that is required. Please see the schematic below.

The project runs from Poplar Avenue just west
of Cooper northward through the Amelia and Gingerwood Subdivisions
to White Road. This portion of the project is approximately
2,950 feet long. The project continues northward through Spring
Hill, Peterson Lake Heights and Powell Road Subdivisions roughly
paralleling the east bank of Queen Oaks Ditch (Lateral J).
This portion of the project is approximately 2,850 feet in
length.
Easement Issues/Structures Within Permanent
Sewer Easement
As was stated earlier, the existing
line is approximately 40 years old and pre-dates the development
of the subdivisions referenced earlier. Along the length of the
project there are 10 foot or 20 foot wide sewer easements (5
or 10 feet either side of the centerline of the sewer pipe) depending
on location. Through the years homeowners have built fences,
storage sheds, swimming pools, flower beds, etc. within the sanitary
sewer easement and/or near the sewer main.
Although pipe bursting is a less disruptive method
of pipeline installation compared to open cut methods, the
possibility exists that some of the items in the easement may
be damaged during construction of the project. The Town and
its contractor will make every effort to minimize the amount
of damage during construction. The Town is not obligated to
make repairs of items constructed within the permanent sewer
easement that may be damaged as a result of this project. However,
due to the age of the sewer line and taking into account that
homeowners along the project length may not have been aware
that the sewer easement existed, the Town has decided to make
necessary repairs to items within the permanent sewer easement
that may be damaged during this construction project.
The contractor will confine his work to 15 feet
either side of the centerline of the existing sewer. Therefore,
Temporary Construction Easements will be required for this
project. You will be receiving a description and more information
concerning the Temporary Construction Easement in the near
future. Keep in mind that the construction easement is temporary.
When the project concludes, the temporary construction easement
also ends. Any damage to your property within the temporary
construction easement will also be repaired.
For
those of you with swimming pools along the project length,
the Town plans to hire a pool inspection company
to inspect swimming pools before and after the sewer line replacement
project. This service will be free of charge to you. The purpose
of the inspection is to determine the pools’ condition
before the project and to verify the condition after the project
is completed. We will be contacting you soon concerning dates
for the pool inspections. As of now, we anticipate that the
pre-project pool inspections will take place prior to Thanksgiving.
Project Update (As of March 2004)
B ids have been received and a contract awarded to Portland Utilities, Inc.
to replace an existing 15" sewer main with a 24" main. The contractor
has been given notice to proceed and is currently videotaping the existing
conditions and should begin construction the week of March 15, with completion
by May 17.
