Collierville 2040 Plan Adopted:

The Collierville 2040 Land Use Plan was adopted by the Board of Mayor and Aldermen on April 9, 2012 and the Planning Commission on March 1, 2012. Both the Board of Mayor and Aldermen and the Planning Commission adopted the plan with the 2040 Steering Committee's recommended revisions. It is anticipated that staff will incorporate those revisions and release the approved version of the Plan during the month of May.

February 21st Plan Draft:

The following is a 100% draft of the Collierville 2040 Land Use Plan document prepared under the guidance of the Collierville 2040 Steering Committee. Please contact Town staff (see contact information below) with any questions or comments. The Steering Commission recommended approval of this version of the draft with revisions on February 21, 2012.

What is Collierville 2040?

"Collierville 2040" is the name given to this general update to the Town's Land Use Plan. The Land Use Plan is the Town’s adopted position on future land use, growth of the community, and community character. More specifically, a land use plan is a formal document that addresses community characteristics such as land use, community vision and guiding principles, economic development, environmental protection, transportation planning, desired levels of service, and includes steps to implement the adopted plan. The Town's current Land Use Plan was adopted in August 2001. With the exception of significant updates for two specific areas (Downtown and the I-269 Small Area Plan study areas), there have been only a few minor updates to the plan since 2001.

Why update the Land Use Plan?

While the Land Use Plan still has merit and many of the policies may not need to be changed, there have been factors in and around the community that have changed in the last ten years that should be considered. Also, community views about future growth and community character may have changed since 2001. The plan will address the question: "What should Collierville be like in 2040?"

What is the process for updating the Land Use Plan?  

  • There will be a series of community meetings, stakeholder interviews, steering committee meetings, and a formal approval process over the next several months. Staff anticipates that the project will take approximately five months from the initial community meeting to plan adoption.
  • On August 16th, a community open house meeting was held at Town Hall. The purpose of the meeting was to receive initial community feedback about the current Land Use Plan, the plan's guiding principles, the plan's proposed 'place types' ('place types' are used to represent the land use and development patterns envisioned for the community), and for staff  to  learn what changes the community would like to see.

  • Between September 19th and 22nd, intensive work (called a design workshop) occurred to develop a consensus regarding future growth and development. The design workshop included a series of meetings with a variety of community stakeholders, including public meetings held each night. By the end of the workshop, a draft Future Land Use Map was prepared, as well as a vision statement and a set of guiding principles for the project. All workshop meetings were held at the Harrell Performing Arts Theatre and the adjoing Community Center in Cox Park.

  • Following the design workshop in September 2011, staff worked with the Collierville 2040 Steering Committee to refine and update the plan. The most recent Steering Committee meetings were held on December 13th, January 24th, February 6th, and February 21st. A Steering Committee Sub-Committee was held on Thursday, January 12 to discuss future residential development intensity.
  • The Steering Committee recommended approval of the Plan with revisions at its meeting on February 21st. The Planning Commission and Board of Mayor and Aldermen adopted the Plan on March 1, 2012 and April 9, 2012, respectively, with the Steering Committee's recommended revisions.
